Searching for relatives - Last name

My father and I would be very grateful for any assistance in helping us to locate any of our Relatives from Vitebsk. My Grandfather, Henri Feliciant was born in Vitebsk in in the early 1900's and emigrated to England in or around 1911. His mother's maiden name was Berlin.

I have recently found a reference to a musician - Viktor Feliciant, who played a concert in Rapla, Estonia in 1996 at the Rapla Music festival. We believe he is related because my grandfather's Nephew, Boris Feliciant, was himself a concert violinist.

Could anyone advise us the best way to track down any relatives in the area? We had believed that the family had perished during World War II.
